Description
Our client is a five-year DFID-funded programme in Nigeria which commenced operations in May 2016, and the programme supports the development of stronger public-sector accountability to deliver public goods and services required for poverty reduction and growth, including to women and girls by strengthening links between governance reforms and service delivery. Our client works through three pillars geared towards the goal of bringing accountable public administration, resource management, and delivery of public services at the state level and the federal level.
Our client is seeking dynamic, dedicated, and results-driven individuals to assume the role of a Reform Facilitator in the North-East office of the programme in Nigeria.
Summary of the Role
- The role of the Reform Facilitator is to provide strategic advice for state activities and effective management of specific state technical work
- The Facilitator will provide support for improved governance, resource management, and service delivery within the state
- S/he will facilitate and deliver state governance reform activities under the guidance of the Reform Manager and the relevant Technical Advisors while ensuring governance reforms are owned and delivered by state governments under their agendas
- The Facilitator will maintain strategic relationships with government counterparts and other relevant stakeholders at the state and local government level, civil society, other reform programmes, and development partners
- S/he will liaise with key stakeholders to promote experience sharing and learning among BAY and Partner States in areas of reforms supported by PERL.
Qualifications & Requirements
- Interested candidates for the Reform Facilitator role should have a Degree in Economics, Public Administration, Social Sciences or related fields
- The candidate should have at least 5 years experience of managing change in the public sector and a strong track record of delivering results on complex multi-component programmes
- Cultural sensitivity and experience in leading successful reform interventions as well as managing diverse teams is required for this role. Understanding of financial and technical delivery, monitoring and evaluation of programme impact and reporting as well as excellent communication skills with the ability to converse in Hausa and Kanuri languages is preferred
- A good understanding of the political economy of Borno, Adamawa, and Yobe States and the ability to develop high quality written materials will also be valuable.
Terms and Conditions for Employment
- The role is based in Yobe / Borno with travels to other operational offices in the North, especially North-East of Nigeria
