Job Description

  • INGO Forum in partnership with NRC is looking for an Access Officer for Maiduguri Field Office, in North-East Nigeria. The purpose of the Access Officer is to assist in the day-to-day implementation of the support functions responsibilities to support and implement INGO Forum activities in Maiduguri

Duties and Responsibilities

  • Adherence with NRC policies, tools, handbooks and guidelines
  • Facilitate the establishment and maintenance of communication with government forces and civilian agencies in the AOR and support established mechanisms to resolve operational issues and ensure the appropriate mutual exchange of information regarding ongoing relevant activities.
  • Monitor, analyze and report on implementation of humanitarian civil-military and access coordination activities well as identify difficulties and challenges in the interaction between the humanitarian and military communities.
  • Establish and maintain a contact network with other UN Agencies or Mission-based personnel who are responsible for civil-military relations as well as NGO focal points for civil-military coordination in the AOR
  • Serve as the operational focal point and day-to-day liaison to government forces and agencies, working closely with international CMCoord and Access officers.
  • Support assessment and analysis of the civil-military environment in order to contribute to formulation and implementation of the CMCoord strategy and action plan.
  • In consultation with OCHA CMCoord Officer and INSO, ensure that any applicable civil-military coordination guidelines, country-specific guidance or generic guidelines are properly disseminated and understood by both the humanitarian actors and the military and/or police forces present as well as by local actors, as appropriate.
  • Identify opportunities for strengthening CMCOORD and access measures, as well as opportunities for promoting community acceptance and accountability to the affected population
  • Lead prioritization and analysis of access-related information from relevant stakeholders including patterns and trends;
  • Support the identification and provision of practical guidance on how to interact with the military and agree on a common CMCoord approach
  • Jointly with the Access Advisor, produce timely reports on humanitarian access trends in NE
  • Stay informed on security contexts, while providing structured updates to the INGO Forum as it relates to CMCOORD regionally and nationally.
  • Facilitate effective information flow between field-level realities in NE Nigeria and capital-level coordination in Abuja.
  • Ensure attention to special protection issues that arise with the project; particularly those involving vulnerable groups, sensitive topics, protection of sources and confidential data
  • Help organize and facilitate workshops and other capacity development, as necessary.
  • Ensure compliance with donor and host agency (in this case, NRC) regulations
  • Ensure compliance with security procedures and policies as determined by country leadership.

Qualifications

  • Experience working in the military or security agencies
  • Advanced university degree in Conflict and Development, International Relations, International Humanitarian Law or related technical field. (minimum master’s degree).
  • Three years’ cognate experience in a similar role within an NGO (local or international), preferably with humanitarian access and/or civil-military coordination.
  • Sound knowledge of International Humanitarian Laws and conventions applicable to the regulation of Armed Forces in combat environments (including Nigerian regulations).
  • Experience with developing and implementing access related strategic objectives
  • Knowledge of the humanitarian coordination system and the mandates of the actors involved.
  • Good knowledge of the security environment and socio-political dynamics in North-East Nigeria, the Lake Chad Basin, and Sahel region in general.
  • Written and spoken fluency in English.
  • Strong data analysis and interpretation skills.
  • Commitment to international humanitarian standards and principles.
  • Ability to work independently in a fast-paced and often demanding environment.
  • Exceptional interpersonal skills and experience in humanitarian settings.

We Can Offer

  • Duration: 10 months (One-year renewal)
  • Salary/benefits: According to NRC’s general directions of grade level 5 step 1
  • Duty station: Maiduguri, with frequent travels. Travel outside Maiduguri is dependent on changing security conditions, especially for certain roads in the area.
