We are recruiting to fill the position below:

Job Title: Shelter / NFI Officer (UNHCR Project)

Location: Maiduguri, Borno
Employment Type: Full-time
Starting date: September, 2020
Duration of contract: 6 Months (Extendable)
Reporting to: Project coordinator / Warehouse Manager

General Context of the project

  • The Boko Haram armed opposition insurgency started in 2009 and Maiduguri was the epicentre of the armed conflict. The armed conflict later spread to all twenty-seven (27) Local Government Areas (LGAs) of Borno State, North East Nigeria.
  • The conflict took an international dimension as it spread to the neighbouring countries of Cameroun, Niger and Chad, resulting in the displacement of millions of people across all four frontiers. The Armed Opposition Group (AOG) has been killing people in both rural and urban centres in their quest to form a hairline Islamic State in the north east of Nigeria. A high number of towns and cities have been burned and destroyed. Social services and amenities have also been destroyed and are now non-existent.
  • Agricultural activities which used to be the source of food security and livelihoods among the rural communities of the North East are no longer existent. Joint military operations by Cameroun, Nigeria, Chad and Niger have resulted in the liberation of 15 LGAs.

Tasks and Responsibilities
General Programming & Operations:

  • Ensure efficient and effective program implementation by following the work plan and other guidelines set by the Shelter NFI Project Coordinator.
  • Mobilize beneficiary communities and other relevant stakeholders to participate in the program and maintain the established/rehabilitated/protected Shelters.
  • Participate in relevant training to ensure that you are able to carry out your duties.
  • Participate in preparing monthly/quarterly/annual highlights/ reports.
  • Participate in monitoring and evaluation of the program.
  • Coordination and representation
  • Work as part of team on SHELTER NFI issues.
  • Ensure integration of SHELTER NFI activities with other SHO sectors.
  • Ensure good representation and reputation of SHO SHELTER NFI at all levels.
  • Actively participate in internal coordination meetings

Project Development:

  • Support the development of projects’ M&E tools
  • Project implementation and reporting
  • Participate in monitoring and evaluation of SHELTER NFI Projects.
  • Ensure quality during the implementation of SHELTER NFI activities in accordance to Sphere and National standards.
  • Support the Shelter NFI Team leader in preparing SHELTER NFI weekly, monthly, quarterly and annual reports to relevant authorities as needed.

Staff Management:

  • Supervise SHELTER NFI Assistants.
  • Provide technical and programmatic leadership for the SHELTER NFI staff members and community-based mechanisms in operational areas as needed.
  • Develop staff performance measurement and targets with the Shelter NFI Team Leader for the SHELTER NFI Assistants and appraise them based on the set targets.
  • Conduct daily field visits (or as required) to ensure SHELTER NFI tasks are going on as planned and mentoring – through technical backstopping and training of duty bearers.

Logistics / Finance:

  • Support the Project Coordinator to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow-ups.
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
  • Initiate procurements and ensure their execution.
  • Ensure distribution plans are prepared and shared with logistics in a timely manner.
  • Manage day to day project expenditures of Shelter NFI Assistants and other relevant team members.

Required Profile / Experience

  • Degree / HND / ND in Social Sciences;
  • Minimum 3 years of experience from a national level project implementation position in a humanitarian / recovery context;
  • Experience in working in complex and volatile contexts;
  • Technical in Warehousing management.
  • Documented results related to the position’s responsibilities;
  • Experience in leadership and problem solving;
  • Fluency in English, both written and oral including local language ad advantage;
  • Capacity to adapt to basic living conditions, patience;
  • Ability to deliver high-quality work within tight deadlines;
  • Strong negotiation skills.

Brief Conditions

  • SHO reserve the right to close the application before the deadline, if the required number of candidates is attained.
  • Candidates will be responsible for his/her own travel, accommodation and feeding during the recruitment process.
