Job Summary

A significant portion of our work focuses on Sexual Reproductive Health & Rights, Food, Nutrition Security & Livelihood (FNSL), and Climate Change Resilience; Women and Girls Economic Empowerment, Protection and Gender Equality, increasing access to clean Water and Sanitation, quality Health services, Education and Small-business support.
- As a Humanitarian agency, CARE is actively providing relief assistance to a number of on-going crisis in Africa, Asia, Latin America and Middle East, including neighboring countries affected by the Lake Chad Basin crisis: Niger, Chad and Cameroon, with well-established capacities since 1975.
- CARE has received approval from the Ministry of Budget and National Planning to implement humanitarian and relief assistance to affected populations in Nigeria and has a Head Office in Abuja with dedicated Field Offices in Maiduguri and Gashua supporting response actions in both Borno and Yobe States (Nguru, Yunusari and Yusufari LGAs). CARE in Nigeria currently implements Food Nutrition Security and Livelihood activities in partnership with the World Food Program, Sexual Reproductive Health and Rights activities in partnership with the UNFPA and a Private Donor, Gender-based Violence and Protection activities in partnership with ECHO. CARE also works in Bauchi and Jigawa States in the Northwest with a strong focus on Women’s Economic Empowerment through its flagship Village Savings and Loan Model.
- CARE is implementing the “Ingantaccen Al’umma” (G2L initiative – Shifting power: from global humanitarian commitments to local action) project. The project aims to strengthen and bridge capacity gaps of the national partner on Sexual and Reproductive Health and Rights, Gender Based Violence and community engagement services in three Local Government Areas of Borno State where CARE’s SAFPAC Initiative had supported local health systems and communities to increase women’s and girls’ utilization of high-quality Family Planning and Clinical Abortion Care. G2L seeks to further increase access through interactive community education and sensitization against the socio-cultural barriers of Gender and Sexual Reproductive Health , increasing support and demand for GBV/SRH prevention and uptake of services, and empowering women, men, girls and boys and community leaders to make informed decisions related to GBV prevention and Reproductive Health and Rights
Position Location:
- The Finance and Grant Manager will be a member of the G2Lproject team based in CARE Abuja office. The Incumbent would be under the direct supervision of Director of Finance and Administration, with some line management responsibility to the Project Manager. S/he will work in collaboration with the program technical staff, the national implementing partner of the G2L subgrant by providing expertise in grant management.
Basic Function
Team Management:
- The Finance and Grant Manager will provide overall strategic and technical oversight of the functions of the partner Finance/Admin Officer.
This includes:
- Ensuring that the documentation of sub-agreements and the tools for monitoring sub-agreements are properly implemented.
- Ensuring that the contractual deadlines are respected.
- Coordination support to the partner in executing implementation plans.
- Coaching/mentoring the financial and administrative teams of the sub-recipients.
- In collaboration with the Monitoring and Evaluation Unit, he/she ensures that performance is monitored and correlated with activities and related expenses.
- Ensuring compliance with partners, CARE, and donor regulations
Responsibilities
This includes:
- Technical support to the partner Finance/Admin Officer; and be responsible for the partner’s adherence to policies.
- Coordinate orientation of partners on CARE’s and the donor’s compliance policies and requirements.
- Supervise and monitor activities of all aspects of the sub-grant agreements, including the tracking /monitoring of financial expenditures, retirements, and the compliance of terms and conditions of each sub-grant agreement from contract signing to closing.
- Supervise the closing process of the sub-grant agreement according to the requirements of CARE and the donor.
- Ensure that the practice of managing partner agreement is compatible with the G2L partnership principles of:
- Equity
- Complementarity
- Collaboration
- Transparency
- Mutual responsibility
- Humility
- Inform partner of the risk areas identified during any assessment or spot-check process by ensuring that risks are considered and addressed through specific provisions; including the payment method, capacity building plan, monitoring mechanisms.
- Ensure that the donor’s requirements for partner and other specific provisions resulting from the evaluation process are applied.
- Assist the PM in the formulation of any revisions to the budgets of sub agreements or their extensions.
- Travel as needed to support activities of the partner in the three (3) LGAs: MMC, Jere and Konduga
- Ensure that advances and payments of funds are effective on time.
- Supervise the table review of partner’s financial and narrative reports.
- Ensure that the partner’s monitoring plan is respected.
- Maintain a dashboard of the sub-grant (Dash board).
- Ensure the improvement of the capacity of sub-recipients through:
- Workshops
- Coaching/mentoring
- Guided readings
- Exchange visits
- Guide and provide training to sub-recipients on the relevant terms and provisions of the donor and CARE.
- Monitor each sub-grant agreement to provide reasonable assurance that the objectives are being achieved and that activities are being carried out in accordance with the laws, donor rules and specific provisions of the sub grant agreements.
- Develop a monitoring plan for each subgrant agreement and monitoring activities that include donor requirements passed on to partner, the eligibility of individuals or groups receiving services or other benefits through the sub agreement, the budget, expenses and cash flows.
- Ensure that kick-off and close- out activities, schedules and requirements are identified and included in the implementation plan; including final reports.
The successful candidate will have a proven record in Office subgrant and Program management, strong interpersonal skills, and a history of working successfully in teams.
Desired Minimum Qualifications
- Education: Bachelor Degree or Associates Degree in either Business Administration, Accounting or Economics with field experience required.
- Experience: Minimum 5 years of experience in grant management in a national organization or international NGOs. a plus.
- Language Proficiency: Written and oral fluency in English language is required. Additional fluency in Hausa or Kanuri will be an advantage.
- Knowledge: Understanding of rules and regulations related to donor project funding, sub-contracting and reporting requirements desired.
- Skills and abilities: Strong interpersonal skills, including the ability to work effectively as part of a team. S/he must have strong time-management skills in order to prioritize and manage numerous activities concurrently.
Position Elements:
- Supervision received: The Finance and Grant Manager works under the general supervision of the Director of Finance and Administration with concurrent administrative supervision of the Project Manager. The latter and the incumbent will review roles and responsibilities together, set goals, objectives, expectations and results to be achieved. The incumbent will be expected to seek advice and assistance as required.
- Exercise of judgment: Good judgment is required to analyze, interpret, and adapt prior experience, particularly as guidelines are updated and new activities developed. Within a range determined by the incumbent and superiors, the incumbent exercises independent judgment in planning and follow-up of actions and assignments. The incumbent works with some level of independence.
- Nature, level, and purpose of contacts: The incumbent is expected to dialogue with both the partner and other CARE Nigeria Finance and administrative staff.
- Supervision exercised: Directly supervises the partner’s Finance and Admin Officer.
