Job Details

  • MSH has a sub recipient agreement with Catholic Relief Services for the implementation of the Global Fund Malaria Grant (2021 to 2023) in Nigeria, to implement the grant in 11 states, including implementation of Seasonal Malaria Chemoprevention (SMC) in 2 states, Taraba and Katsina States.
  • As part of the pre-SMC implementation activities, MSH seeks to engage a Security Consultant to visit the two (2) states and conduct a baseline security profile.
  • H/She will engage with requisite state security personnel, conduct field visits to select locations within the consultancy period.
  • The ideal Candidate shall have previous service experience in the Military (Army, Navy or Air force), Para-military (Police or Civil Defense) or DSS. He/She will have essential skills working in complex or security challenged environments and should also have considerable experience providing similar consultancy in the past.
  • 2 Security Consultants are needed, 1 for each state.

Responsibilities

  • To determine and document the security profile of all LGAs in Katsina State and the nine LGAs selected for SMC implementation in Taraba State
  • To identify existing security coordination platforms in the states (especially those used by existing donor agencies), their membership and requirements for MSH being accepted as a member.
  • To identify and establish contacts with security structures in the states (formal and informal), community or state established and provide recommendations on how these structures can support the SMC campaigns.
  • To make recommendation on security infrastructures / equipment / tools needed by MSH, their costs and process of engagement
  • To assess the risk of program implementation in the 2 states, their LGAs and communities
  • To map high risk and low risk LGAs in the two states
  • To develop a security risk mitigation plan for identified risks associated with MSH’s operations in Katsina and Taraba States.

  • To make recommendations for modification of campaign strategy (if necessary), based on findings from the security assessment.
  • To map and document security compromised communities in the states as part of the overall assessment report.

Qualifications

  • The Security Consultant will be a security management expert with experience in security assessments and risk mitigation planning. Other requirements include:
  • Minimum of 5 years experience working in the context of a complex and challenging operating environment.
  • Demonstrable experience in security assessment/evaluation.
  • Experience in report writing and communicating with stakeholders.
  • Good understanding of what is feasible in highly resource-constrained and security challenged environments
