Specific Responsibilities
- Provides advice on governance, human rights, public service and administration, housing and urban development, decentralization and local development issues.
- Supervises Staff of the Division in organizing seminars, workshops and other related activities in the field of governance, human rights, public service and administration, housing and urban development, decentralization and local development issues with various stakeholders.
- Supervises the preparation of reports of activities and specific missions;
- Liaises with the AU Regional Offices on governance, human rights, public service and administration, housing and urban development, decentralization and local development issues.
- Creates strategies for mainstreaming governance, human rights, public service and administration, housing and urban development, decentralization and local development issues in the programs of the African Union.
- Develops appropriate working relations with AU Organs and partners of African Union on issues relating to governance, human rights, public service and administration, housing and urban development, decentralization and local development; and

Academic Requirements and Relevant Experience
- Masters Degree in Political Science, International Relations, Human Rights, Constitutional Law or any other discipline related to the major duties with twelve (12) years of experience of which seven (7) years should be at managerial level and five (5) years at supervisory level.

Purpose of the Job
- Directs and manages the daily operations of the Secretariat of Peace and Security Council Secretariat in order to achieve the strategic objectives of the directorate and the AU’s overall goals.
Main Functions
- Designs and implements policies, programs and projects to achieve the directorate’s strategic objectives.
- Manages and supervises employees within the division, ensures the timely delivery of the directorate’s goals and effective staff performance evaluation;
- Designs policies, strategies and programs to contribute to the effective implementation of relevant AU Policy Organs Decisions;
- Ensures the delivery of the division’s annual targets in line with the directorate’s overall goals and ensures robust and timely monitoring and reporting;
- Provides technical leadership and ensures efficient functioning of all Units within the Division
- Manages the work of the Division and supervises direct reports to ensure their effective performance in line with the organization’s performance management policy and system;
- Engages stakeholders within Members States and Regional Economic Communities (RECs)/Regional Mechanisms (RMs) and relevant international organisations in designing and implementing strategies.
- Maintains thematic partnerships in support of the mandate of the Division;
- Maintains regular working relations with senior stakeholders in Member States and partner institutions in the execution of the Division’s mandate.
- Represents the organisation and communicates its position at conferences.
- Contributes to the preparation of periodic financial and budget execution reports and monitor budget execution at division level.
- Ensures the effective management of funds contributed to the organization;
- Manages risk within the division and recommends mitigation strategies
- Contributes to the development of the departmental business continuity plan and ensures implementation at division level

Specific Responsibilities
- Serves as the Commission’s focal point for relations and communications with the PSC and ensures smooth relations between the PSC and all Union Organs;
- Serves as the Secretariat of the PSC, with respect to planning, managing and servicing statutory meetings, retreats, seminars, field missions and activities of the PSC and its sub-committees;
- Provides support to the Chairperson of the Peace and Security Council in managing Council meetings and activities;
- Provides support to the PSC and Commissioner PAPS in monitoring the implementation of the Decisions of the PSC;
- Maintain effective archives of PSC decisions, documents and reports;
- Establishes a horizontal link between Departments and Directorates for smooth, consistent and effective implementation of AU decisions;
- Ensures that all working documents for the meetings and the work of the PSC are properly prepared, duly processed and dispatched in a timely manner to Member States;
- Ensures that the outcomes of meetings, such as decisions and reports are properly finalized, duly processed and disseminated on time to Member States;
- Performs any other relevant duties, as may be assigned by the supervisor; and
- Ensure the activities of the Peace and Security Council are regularly and effectively communicated to AU Member States, Regional Economic Communities and Regional Mechanisms, the United Nations, European Union, League of Arab States and other international partners in in line with its Protocol.
Academic Requirements and Relevant Experience
- Masters Degree in Political Science, Law, International Relations, Diplomacy, Public Administration, , or related studies with twelve (12) years relevant experience out of which seven (7) and five (5) years should be at managerial and supervisory level respectively.
- Proven experience in facilitating national or intergovernmental decision-making processes is required.

Academic Requirements and Relevant Experience
- Master’s Degree in Defense or Strategic Studies, Law, International Relations, Political Science, Peace and Security Studies, or other related studies, with twelve (12) years relevant work experience out of which seven (7) years should at managerial level while five (5) years should be at supervisory level.
- Experience working in AU or United Nations multi-dimensional peacekeeping missions at the strategic or operational level is an added advantage.
- Specialized Certificates in senior leadership, planning and co-ordination of peace support and peacekeeping operations are an added advantage.

Specific Responsibilities
- Manages investigation of cases of alleged abuse of authority, fraud, corruption, sexual exploitation and abuse (SEA), harassment in all its forms, acts of misconduct, malfeasance, and violations of African Union regulations and rules.
- Ensures that investigations are carried out in a timely fashion and well coordinated within the Division and with other Organs of the African Union as appropriate.
- Ensures the preparation of investigation reports, together with findings and recommendations and related disciplinary and jurisdictional actions, as well as evidence and materials to support such actions; assign tasks to investigation team members.
- Creates and maintains a case activity list of the active and open investigations for priority setting and overall case management by the Coordinator and Director of OIO.
- Prepares cases for submission to the African Union justice system and referral to the Office of Legal Counsel for appropriate action; responds to requests for information, assistance and advice from offices outside the Investigation Division.
- Supervises investigation intake, processing and evaluation of all new matters to ascertain whether the Investigation Division has jurisdiction; coordinate the Division’s information management to ensure conformity and relevance to African Union legal requirements, as applicable.
- Manages evidentiary material, including locating and liaising with relevant forensic institutions where necessary; liaise and coordinate between the Division and the AU Office of Legal Counsel.
- Ensures the legal sufficiency of the planning and reporting documents of the Division, including matters pending reviews.
- Liaises with other directorates, management and staff, both at Headquarters in Addis Ababa and the AU Organs, in discussing the work of the Investigation Division; coordinate the presentation of disciplinary cases to disciplinary bodies; provide advice and expertise on investigatory matters.
- Liaises with the Ethics Office with respect to all cases of Harassment for consistency in the application of the Rules and investigation where necessary;

Academic Requirements and Relevant Experience
- Master’s Degree in Law, Criminal Justice, Criminology or a field related to investigations with twelve (12) years relevant experience of which a minimum of seven (7) years should be at managerial level and five (5) years at supervisory level
- Experience in interviewing subjects, witnesses in the furtherance of investigations or any other internal justice system is mandatory.

Academic Requirements and Relevant Experience
- Master’s Degree in Audit, Business Administration, Finance, or related field with twelve (12) years of professional experience in audit or relevant area in similar international organization out of which seven (7) years should be at managerial level and five (5) years at supervisory level.
- A relevant professional certification i.e. “Expert Comptable” or Chartered/Certified Public Accountant designation (e.g. ACCA, CPA, CIMA, CA or equivalent) and affiliation to a relevant professional body is mandatory.
- Auditing experience of inter-governmental operations, accounting standards and information systems such as IPSAS & SAP-ERP will be of a comparative advantage.
- Experience with computer-assisted audit tools is an added advantage.
