Context
- Working under the overall supervision of the Chief of Mission and the Head of Sub Office, the direct supervision of Shelter-NFI Program Manager and the guidance of the Shelter-NFI Project Officer and Shelter / Site Planning Project
- Officer, the incumbent will be responsible for carrying out project functions for the Shelter Unit in accordance with IOM’s regulations, rules and procedures.
Core Functions / Responsibilities
- Support the Shelter-NFI Program Manager and Project Officers throughout the planning, project development, design, implementation, monitoring and evaluation of Shelter projects according to the agreed IOM Shelter response strategy.
- Support IOM Shelter interventions across North-East Nigeria (and beyond, according to project locations) in coordination with all relevant units, including but not limited to Shelter-NFI, CCCM, WASH and Emergency Response, throughout all stages of Shelter projects.
- Contribute to the design and implementation of shelter needs assessments and project workplans, and provide technical assistance in the formulation of the overall planning for priorities and activities in the relevant areas.
- Monitor specific aspects of project implementation, identify and propose actions to expedite the delivery of project outputs.
- Monitor procurement, financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.
- Ensure that all necessary data (pictures/beneficiary data/project data/PDM data etc.) is collected and archived according to agreed methodologies, and that project trackers are up to date.
- Support the Shelter-NFI Program Manager in programmatic and financial aspects of all IOM Nigeria’s Shelter projects in its active portfolio, including direct responsibility for supervision of Shelter Unit staff and coordination with consultants working in that portfolio.
- Coordinate all shelter field staff and advise management on staff welfare issues and possible support options and solutions.
- Apply quality control to all aspects of the various projects’ implementation, ensuring timely and accurate donor reporting and maximum donor/partner visibility.
- Lead land advocacy efforts and ensure that HLP issues are considered throughout the design and implementation of shelter projects, in close collaboration of the HLP advisor.
- Liaise with government, relevant UN and NGO partners, contractors and consultants at state, district and field level, as required. Maintain liaison with local and state authorities throughout the project cycle, including provision of guidance and status updates in coordination with all units involved in the program.
- As required, represent IOM Nigeria Shelter Unit at the Shelter-NFI-CCCM Sector level as well as at other interagency coordination fora, including international shelter-related platforms (both internal and external).
- Work with experts, consultants and other project participants to ensure that logistical arrangements and internal procedures for monitoring and reporting are well understood and implemented.
- Support the Shelter Program Manager and Project Officers to mentor and build the capacities of IOM Nigeria Shelter Unit staff in the thematic area as required.
- Support the planning and implementation of community consultations, focus group discussions and other community engagement activities related to shelter programming.
- Contribute to the development and dissemination of new and existing shelter-related tools, including information, communication and education materials for both field staff and affected communities.
- Travel to the field regularly for assessments and project monitoring, as required by the management.

Required Qualifications and Experience
- Completed University degree or Master’s in Architecture, Civil Engineering, Urban Planning or similar fields are preferred. Graduate degree in Social Sciences, International Development or related fields from a recognized institution are acceptable.
Experience:
- Minimum of two years of relevant experience for MSc and seven years for BSc/ BArch.
- Previous trainings in humanitarian shelter are an asset.
- Experience in the humanitarian field and in implementing shelter programs in North-East Nigeria is mandatory.
- Experience with supervision roles for tasks of a similar nature to this assignment are advantageous.
- Versatility in the use of design-related software (e.g. AutoCAD, CorelDraw, InDesign, ArcGIS, SketchUp, etc) and ability to prepare schedules/bills of quantities and cost estimates are an asset.
- Knowledge of the building industry, local construction techniques and materials is advantageous.
Skills:
- Proven experience in project development, project management, budgeting, reporting and record-keeping; Ability to prepare clear and concise reports is essential.
- Proficiency in computer applications (MS Word, Excel, Outlook, Power Point, etc) is required.
Languages:
- Fluency in English and Hausa, Kanuri and other local languages (working knowledge).
