Project HOPE Nigeria (otherwise referred to People-to-People Health Foundation Nigeria) is a registered non-profit, non-governmental organization working in Nigeria in areas of HIV & AIDS, Tuberculosis, OVC, RMNCAH & Malaria intervention services.

Job Title: Senior Technical Officer, Niger State Group Antenatal Care Deployment

Job Summary

  • S/He will be the lead technical expert to define and guide all technical and implementation approaches in the G-ANC implementation in the State.
  • S/he will lead a team of technical experts, including Technical Officers, to provide technical direction to the implementation of the project.

Essential Responsibilities

  • Provide technical support on the integration of RMNCH, Malaria elimination and G-ANC services into established service delivery systems at primary health care delivery facilities and within communities in the State.
  • Collaborate with other stakeholders at the National and State level to adapt, adopt, implement, and sustain a G-ANC model as part of Primary healthcare services to ensure evidence-based practices are translated to improved implementation of quality of care interventions.
  • Contribute to the development of lessons learned from programs and projects related to RMNCH and apply these lessons to modify existing programs and improve the design of new programs.
  • Provide technical leadership/support in the co-design, pilot-testing, and implementation of SBC interventions using ethnographic and immersive Human-Centered Design approaches to understand behaviors related to RMNCH within. Niger state.
  • Remain informed on current programs in the field of RMNCH and related developments by reviewing current literature and stay alert to any implication of such experience and research to the project implementation.
  • Provide technical leadership to the building of national and local capacity using proven training approaches and quality improvement methodologies.
  • Provide trainings (providers and training of trainers) as well as follow-up support and clinical mentoring as necessary for RMNCH.
  • Supervise the development, production and distribution of targeted BCC materials promoting RMNCH
  • Conduct high level advocacy and state level coordination with governments, policy makers to relevant stakeholders and Private sector leaders for resource mobilization for medical supplies for facility and community level use by the G-ANC platform at PHCs.
  • Provide technical support to key stakeholders at the national and State level including review of technical documents and provide input to relevant policies and strategies.
  • Supervise technical officers, as appropriate on the project.
  • Champion in the implementation of demand creation, advocacy, capacity strengthening, community mobilization, social and mass media strategies and activities for RMNCH
  • Coordinate closely with other development partner programs at state level.
  • Contribute to and coordinate with the program’s monitoring, evaluation, research and learning (MERL) team on activities to ensure that the program meets set targets in accordance with state and donor standards.
  • Represent program at national and state level stakeholder meetings and technical working groups in relation to RMNCH and related technical areas.
  • Providing regular monitoring and supportive supervision to project sites within implementation locations and actively interacting with partners and key players in the RMNCH sector within the state

Management:

  • Contribute to annual work planning, training plans and quarterly reports and other required technical reports.
  • Provide technical leadership on the timely, accurate and appropriate reporting of program activities and results.
  • Advocate and ensure quality program implementation consistent with FMOH RMNCH and WHO Guidelines and strategic directions, global best practices including advice on relevant latest health developments & publications.
  • Coordinate the evaluation of program progress against deliverables on a quarterly basis.
  • With the Program Manager, Senior MERL Officer and other program staff, oversee program design, implementation, quality assurance and monitoring of work plan.
  • Coordinate with the other members of the technical team and partners to develop and implement feasible state-based approaches.
  • Perform other duties as assigned by the Program Manager which contributes to the achievement of program goals.

Qualifications

  • Master’s Degree in Public Health, Statistics, Social Sciences, Epidemiology, Biostatistics, Health Informatics or a health related field is required.
  • Clinical training is advantageous.
  • A senior leader with 8+ years of relevant experience, with capacity development of government offices, preferred.
  • Successful experience in implementing RMNCH projects and familiarity with BMGF and PEPFAR programs (preferred)
  • Demonstrated results with capacity building/training and implementing training programs and workshops in Monitoring, Evaluation and Research; familiarity with DHIS is an advantage
  • Familiarity with the Nigerian Health system including government planning and budgeting processes at Federal and state levels
  • Strong skills in negotiating with and engaging Ministry of Health officials at all levels of the health system.
  • Experienced in the development of SOPs, job aids and guidelines
  • Demonstrated computer skills in Epi Info, SPSS, GIS and Microsoft Office Suite applications including Word, Excel, PowerPoint, and Outlook and advanced skills in the use of analytical tools
  • Demonstrated knowledge and understanding of RMNCH Indicators
  • Contribute to the use of information management tools such as dashboards to support decision-makers at the local government and state levels to make better use of data.
  • Experience working with private sector actors involved in health services delivery
  • Fluency in English.
