Technical Officer, Laboratory Services

Basic Function

  • Liaise with the STO-Lab and the laboratory team at Country Office and the clusters to provide technical support and implement high-quality laboratory services within the states for FHI Nigeria programs including adherence to relevant professional standards and guidelines, and involvement with laboratory clinical governance issues and audits.

Duties and Responsibilities

  • Coordinate and maintain oversight of the day-to-day operations of all laboratory services at the state level.
  • Give technical support on the implementation, monitoring and quality assurance of laboratory services for HIV/AIDS, opportunistic (OI) and malaria care and treatment in collaboration with technical staff within FHI at state and local agencies in Nigeria.
  • Coordinate the setting up of the ART laboratory service at the state level.
  • Supervise laboratory quality assurance issues within the states.
  • Coordinate the inventory management and stock-taking system at the facilities.
  • Contribute to the development of lessons learned from programs and projects related to laboratory management of HIV/AIDS and apply these lessons to modify existing program and improve the design of new programs.
  • Represent FHI Nigeria on issues of laboratory management of HIV/AIDS at the states.
  • Remain informed on current programs in the field of laboratory management of HIV/AIDS and related development field by reviewing current literature and staying alert to any implication of such experience and research for department activities as outlined by the technical supervisor.
  • Provide assistance in analysis of monitoring/audit results in order to identify service gaps, develop quality management plan and initiate, prioritize and deploy operational improvement measure with the laboratory team.
  • Work closely with M&E and other lab staff to ensure that laboratory quality-related data e.g. proficiency testing and retesting are adequately captured in the DHIS, LMIS and LAMIS on time.
  • Ensure that the test, controls and inspections are carried out and that personnel has access to all required quality-related documents.
  • Systematically ensure that records of nonconformity of events reports at the states are kept and resolve non-conformities arising within the laboratory to completion.
  • Monitor QA and QC activities of the Laboratory at the states in order to determine conformance with established policies, national regulations, or accreditation requirements.
  • Coordinate the distribution of PT samples to respective facilities and timely collection and submission of results to PT providers
  • Work closely with the lab facility staff to ensure that universal safety precautions are properly followed and biological waste from the labs and blood banks is properly disposed of.
  • Provide technical assistance in capacity building for laboratory services to FHI and facility staff.
  • Provide technical support on blood safety and laboratory quality assurance issues within FHI at state and local agencies in Nigeria.
  • Coordinate the inventory management to ensure adequate stock and quality data capture in the DHIS.
  • Monitor test kits utilization and utilization of other reagents in the FHI supported sites at the state level.
  • Contribute to the development of lessons learned from programs and projects related to laboratory management of HIV/AIDS and apply these lessons and modify existing programs.
  • Remain informed on current programs in the field of laboratory management of HIV/AIDS and related development fields by reviewing current literature and staying alert to any implication of such experience and research for department activities as outlined by the technical supervisor.

Qualifications and Requirements

  • B.Sc in Laboratory Sciences or related field with 5-7 years post national youth service experience and a minimum of 3 years’ experience in the provision of laboratory support for HIV/AIDS.
  • Or Master’s Degree in Laboratory Sciences or related field with 3-5 years post national youth service experience and a minimum of 3 years’ experience in the provision of laboratory support for HIV/AIDS.
  • Proven ability and track record of implementation of Quality Assurance and Quality Control in a laboratory setting is a must.
  • Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development organization preferred.
  • Certification of license to practice as a medical laboratory scientist is required.
  • Expertise in hematology, TB and blood safety issues will be an added advantage.
  • Familiarity with Nigerian public sector health system and NGOs and CBOs highly desirable.

Knowledge, Skills & Attributes:

  • Knowledge of health and development programs in developing countries in general and Nigeria specifically.

Senior Technical Officer, Laboratory Services

Basic Function

  • Provide technical expertise and assistance in implementing high quality laboratory services within the care and treatment project in Nigeria, including laboratory capacity development at project health facility sites.

Duties and Responsibilities

  • Give technical support and develop quality policies, quality tools, SOPs and recommendations related to the implementation, monitoring and quality assurance of laboratory services for HIV/AIDS, opportunistic (OI) and malaria care and treatment in collaboration with technical staff within FHI and at national, state and local agencies in Nigeria.
  • Provide technical assistance in capacity building for laboratory services at health facilities and other settings as appropriate.
  • Develop concept papers and research papers to improve and or extend existing laboratory activities.
  • Carry out quality control functions/activities, in collaboration with the zonal and state teams, of the labs, including quality control inspections schedules and the collection of quality control records; ensure the availability of quality records documents.

Senior Technical Advisor (HIV / TB)

Basic Function

  • The Senior Technical Advisor (HIV/TB) provides leadership and technical support to the project in the areas of clinical care/ART, PMTCT and reproductive health.
  • S/he coordinates services needed to implement high-quality care PMTCT, HIV care and treatment and reproductive health/family planning services (RH/FP).

Duties and Responsibilities

  • Assist in providing technical leadership and technical support related to clinical management of HIV/AIDS, ART, PMTCT, TB, Reproductive Health/Family Planning strategies and approaches
  • Coordinate the design and implementation of HIV clinical care/ART, PMTCT, TB reproductive health/family planning strategies in field-level projects and programs
  • Provide technical assistance in HIV/AIDS clinical management and PMTCT capacity building to field programs Provide oversight and supervisory roles to the appropriate technical staff  Develop guidelines, tools and recommendations related to the implementation, evaluation of clinical management of HIV/AIDS, PMTCT, TB and RH/FP

Qualifications and Requirements

  • MB.BS / MD / PHD with 5 to 7 years relevant experience with at least 5 years progressive experience at the senior management level working in the health or development field in Nigeria
  • Other biological science degrees (BSc any field) with a minimum of 7 years’ experience in care and treatment for HIV/AIDS with at least 3 years progressive experience at the senior management level working in the health or development field in Nigeria
  • Possession of an MPH or postgraduate degree in a related field is required
  • Proven experience in project development, planning and facilitating technical training
  • Familiarity with the Nigerian public sector health system and NGOs and CBOs is highly desirable.
  • Familiarity working with USAID/PEPFAR donor funded projects

Associate Director, Laboratory Services

Basic Function

  • The Associate Director of Laboratory Services in collaboration with the STA Lab Services provides leadership in implementing high quality laboratory services for FHI Nigeria, including building laboratory capacity at health facility sites to combat HIV, TB, malaria and other infectious diseases.

Duties and Responsibilities

  • Provide technical leadership and technical support related to the laboratory services and management component of HIV/AIDS care and treatment for the Nigeria bilateral project.
  • Coordinate the design, planning and implementation of the laboratory component of HIV/AIDS care and treatment, including ART, in collaboration with state and community level project clinical staff, laboratory specialists and state and local agencies in Nigeria.
  • Provide technical assistance in capacity building for laboratory services at health facilities and other settings as appropriate.
  • Carry out quality control functions/ activities, in collaboration with the zonal team, of the labs, including quality control inspections schedules and the collection of quality control records; ensure the availability of high quality documentation.
  • Develop quality control and quality assurance systems in collaboration with existing personnel and systems and ensures related documentation, training and monitoring.

Security Officer

Position Summary

  • The Security officer will discharge his/her assignment under the guidance of the FHI 360 Security Coordinator to support safe implementation of Program activities through close cooperation.
  • The Security officer will mitigate the risks poised to Programs, personnel and assets through provision of expertise and focused Security Management support.
  • The Security officer will support the lead in staff safety and security management for FHI 360- and will assist the Security Coordinator and Security Director to ensure that organizational security policies and procedures are responsive to the context, and that security plans and measures are implemented in line with the dynamic security environment.
  • The SO will ensure provision of early warning advisories affecting security situations for FHI 360 Program activities and will travel extensively to all States of implementation on short notice and support staff capacity to work more effectively and contribute to reducing FHI 360’s operational vulnerabilities.
  • The SO position reports to the FHI 360 Security Coordinator, NE Nigeria and works closely with all projects in the Northeast but with the possibility of support to FHI360 projects in other locations if required.

Essential Responsibilities and Specific Roles
Safety & Security Management:

  • Support security risk assessments (SRA) based on contextual risk levels including the Safety and Security for all staff, eligible dependents, resources, assets, facilities, programs while ensuring compliance with FHI 360’s Security policy.
  • Support the development and updating of State/project contingency plans.
  • Conduct periodic and appropriate rapid site security surveys of premises, advice on shortfalls in security preparedness and provide recommendations for upgrades.
  • Provide training and capacity building for staff and security focal points to ensure employees are aware of operating environment and personal safeguards required for work in the field.
  • Support the development of strategies to improve security Management systems for effectiveness, efficiency, considering new business needs, team dynamics and project mission.
  • Provide advice on selection and procurement of appropriate equipment for security including services and work with contracted Security Companies to ensure compliance as per agreements.

Security Awareness, Briefing & Training:

  • Ensure new staff are taken through a Security orientation and understand the FHI 360 Security Policy and security platform
  • Contribute to security related updates on daily basis for staff briefings and updates with advice on mitigation measures and ensure staff adhere to security policies and procedures
  • Provide advance security advice and briefing to staff and visitors intending to travel to Nigeria.
  • Conduct periodic briefing to State offices, partners and all staff keeping them up-dated on security developments and/or risks that may affect FHI 360 operations and make recommendations to minimize risks.
  • Attend external security information sharing meetings with key security networks such as INSO, PLSO, UNDSS, OSAC.
  • Brief drivers and other personnel.
  • Support in providing training to improve staff security skills.

Safety Management:

  • Ensure state offices have adequate life safety measures, assets & both drivers and vehicle follow safety standards and requirements
  • Ensure all facilities are well prepared in fire safety and any other natural hazards
  • Organize safety & security awareness, fire drills and life safety training for all staff.
  • Ensure Hotels to be prequalified for use by FHI 360 business meet the minimum requirement for FHI360.
  • Track staff movements and ensure accountability of staff while on travel, ensure there is response plan in the event of any uncertainties.

Incident & Crisis Management:

  • Serve as the initial contact and coordinator for all emergencies, incidents involving staff and assets and inform the COP of actions taken
  • Support the updating of FHI 360 Security Plans annually;
  • Be part of the incident management team.

General Duties for Projects:

  • Visit offices as required.
  • Maintain database for key security contacts.
  • Supervise equipment and security upgrades related to safety and security including training.
  • Ability to and willingness to change work practices and hours in event of emergencies.
  • Act as back up for Security Coordinator.

Qualifications and Experiences
Education:

  • Bachelor’s Degree preferable in Security Management or related field.
  • Professional certification in security risk management or advanced security management highly desirable.

Technical:

  • Minimum of 5 years working in security Industry, experience working in complex insecure settings preferred.
  • 3 years working in Security management for NGO or development organization
  • Experience in liaising with law enforces in Nigeria.
  • Experience in managing incidents, incident mapping, developing and producing high quality security reports and assessments.

Knowledge, Skills and Abilities:

  • Experience working for international organization(s) and an understanding of security strategies for humanitarian operations and previous security experience preferred.
  • Effective interpersonal skills, creative problem solving, conflict and ethical management skills, strong assessment, evaluation, analysis and strategic planning.

Senior Technical Advisor – Program, Finance and Systems Enhancement

Basic Function

  • Under the direction of the Director, Technical Assistance and Strategic Results Utilization, the Senior Advisor-Program, Finance and Systems Enhancement will provide technical, program, finance and system enhancement leadership in the design and execution of sound program and finance strategies and best-fit practices in this project.
  • This includes strengthening the capacity of project staff including partners’ staff, the Government of Nigeria and healthcare workers and other key stakeholders to apply program, financial and systems enhancement approaches as a tool for improving efficiency and effectiveness in project implementation.
  • These will include but not limited to providing technical assistance in the management support focusing on work plans, capacity building for management of sub-agreements, subcontracts, pipeline management, and strengthening financial and operations systems.

Duties and Responsibilities

  • Provide technical assistance in management support to CO and SOs focusing on work plans, sub agreement amendments, periodic fund requests, review of monthly financial reports and sub recipients financial reports, and donor reporting
  • Provide leadership in coordinating the development, implementation and evaluation of annual work plans and budgets for Country Office and State Offices.
  • Support in providing technical assistance to ensure timely submission of periodic donor reports that meet donor standards (timeliness, accuracy and quality)
  • Provide technical assistance to Prime in the management of sub-agreements, and subcontracts with consortium partners to ensure achievement of set targets and compliance with donor policies and regulations.

Senior Technical Advisor – Laboratory Services

Basic Function

  • The Senior Technical Advisor-Laboratory services provides leadership in implementing high quality laboratory services including building laboratory capacity at health facility sites to combat HIV, TB, malaria and other infectious diseases.
  • S/he will provide support to SRs in specific target states to improve the quality laboratory services available in health facilities in line with National guidelines.

Duties and Responsibilities

  • Provide technical leadership and technical support related to the laboratory services and management component of HIV/AIDS care and treatment in the designated zones for the Nigeria bilateral project
  • Coordinate the design, planning and implementation of the laboratory component of HIV/AIDS care and treatment, including ART, in collaboration with state and community level project clinical staff, laboratory specialists and state and local agencies in Nigeria Provide technical assistance in capacity building for laboratory services at the designated states of activity implementation and other settings as appropriate
  • Carry out quality control functions/ activities, in collaboration with the state team, of the labs, including quality control inspections schedules and the collection of quality control records; ensure the availability of high-quality documentation
  • Develop quality control and quality assurance systems in collaboration with existing personnel and systems and ensures related documentation, training and monitoring
  • Review and monitor QA and QC activities of the Laboratory in order to determine conformance with established policies, national regulations, and accreditation requirements

Qualifications and Requirements

  • Master’s Degree in Laboratory Sciences, Biological Science or related degree with 7 to 9 years of relevant experience
  • Or Doctorate Degree in Laboratory Sciences, Biological Science or related degree with 5 to 7 years of relevant experience
  • A minimum of 5 years experience in a laboratory setting of which 3 must be on an HIV laboratory management donor-funded program
  • Certification/license to practice as a medical laboratory scientist is required
  • Experience in a clinical laboratory setting and working in a donor-funded program is required

Strategic Information Advisor

Basic Function

  • The Strategic Information (SI) Advisor will be the lead technical expert responsible for SI functions related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results.
  • S/he will lead efforts to strengthen monitoring and evaluation (M&E), and performance reporting within the targeted geographic area, which may include building the capacity of community organizations and other stakeholders to monitor, document and analyze the performance of their HIV services and activities and ensure data quality.
  • S/he will liaise with the Country Project Director and government of Nigeria counterparts responsible for national- and state-level SI and support coordination with national health management information systems.
  • The SI Advisor will be responsible for all SI reporting to EpiC, USAID and stakeholders.

Duties and Responsibilities

  • Provide technical leadership for monitoring and evaluation to implement high-quality care, treatment and support activities with a primary focus on technical areas of M&E for HIV/AIDS programs including, logistics, data collection, validation, reporting for prevention, HIV testing and counseling (HTS), antiretroviral therapy (ART), pre-exposure prophylaxis (PrEP), HIV self-testing (HIVST), facility and community-level supervision etc.
  • Oversees compilation of M&E data for inclusion in monthly High-Frequency Reporting (HFR), quarterly reports and other ad hoc reporting requests.
  • Reviews and/or writes M&E plans, papers and reports and ensures their accuracy and appropriateness.

Qualifications and Requirements

  • Master’s Degree in Public Health, Statistics, Epidemiology, Geography and other related areas with 5 – 7 years of experience in monitoring and evaluation in international development related to HIV/AIDS comprehensive services
  • 5 years of practical or demonstrable experience in monitoring and evaluation or data management.

Technical Officer, Logistics

Basic Function

  • The Technical Officer Logistics will work with other team members in the development of FHI 360 in-house capacity among the various departments, implementing agencies (IAs) and all tiers of government in all aspects of logistics and supply chain management of health commodities.
  • S/he will provide technical support and leadership to Nigeria’s efforts to strengthen the procurement and supply chain management system of health commodities using evidence-based data from the logistics management information system, to reduce stock-outs, lower costs and eliminate wastage.

Duties and Responsibilities

  • Provide TA and capacity building to all tiers of the government of Nigeria and to FHI 360 to strengthen national/state systems for procurement and supply chain management of health commodities.
  • Provide Logistics support to State offices focusing on reporting, distribution, shipping, storage and warehousing of commodities.
  • Responsible for daily to day warehouse maintenance and security and escalates major issues/repairs/improvements to the SPM for support.

  • Support the state government team in the development of warehousing and distribution budgets Conduct periodic visits to facility warehouses to follow up on all warehouse-related matters such as the environment, sterilization, refrigeration etc. and generate reports to management and other stakeholders.
  • Monitor safety standards in accordance with regulations; ensure safety code and quality compliance are met daily and report any issues arising to the STO.
  • Work with the STO/state teams in designing coordinated systems for FHI 360 to transport health commodities report and forecast delivery times, transport costs and performance in order to reduce stock-outs, eliminate waste and lower costs.
  • Ensure that all distribution documentation for health commodities in FHI 360, with funding agencies, suppliers, implementing partners and regulatory bodies is complete and compliant.
  • Work with the state team to institute data entries into the district health information system.
  • Perform other duties as assigned.

Qualifications and Requirements

  • MPH or M.Sc / MA in relevant degree with at least 3 – 5 years post national youth service experience with at least 1 year experience in managing a PSM cycle, including rational health commodities selection, forecasting/quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS.
  • Or B Pharm, B.Sc / BA in Logistics, Pharmacy, Microbiology, Biochemistry, or any relevant field with 5 to 7 years post national youth service experience managing a PSM cycle, including rational health commodities selection, forecasting /quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS.
