Scope of Work
The United Nations Children Fund (UNICEF) Nigeria is seeking the interest of a qualified Teaching at the Right Monitoring and Measurement (M&M) Coordinator:

  • Work with the M&M TaRL Africa Central Team, UNICEF team and government officials to:
    • Design a strong measurement and monitoring strategy which integrates as much as possible into existing systems
    • Develop a strong understanding of government measurement and monitoring systems
    • Develop and pilot measurement and aggregation tools for data collection
    • Collaborate with partners to incorporate measurement and monitoring best practices into the overall design
  • Support government through the process of assessment and monitoring data collection:
    • Conduct school visits and engage actively with the government during critical data collection periods to troubleshoot as necessary At the moment there are 386 schools across 24 LGAs in BAY states.
    • Communicate and connect with monitoring and mentoring staff within state government regularly through face- to- face meetings, WhatsApp and phone calls
    • Develop electronic assessment tools as at when needed by the state government
    • Coordinate reflection meetings and focus group discussions
    • Collate monitoring information and develop case studies to highlight project impact and learning
    • Support the sharing of programme best practices through formal and informal workshops
  • Regularly share with team and government officials on implementation challenges and successes one can see from the data, and help highlight areas which require attention
    • Analyze and present findings from the data to key stakeholders
    • Develop a dashboard to make insights from the data available to state/LGA government actors, and the TaRL team regularly.
    • Share lessons learned from programme implementation with government stakeholders, donors and other partners and support them in decision-making
  • Build capacity of Education Management Information System (EMIS) and Quality Assurance (QA) officials to understand and analyze data, and this will include
    • Design and lead capacity building workshops on project monitoring, data collection and use
    • Train EMIS officers on simple data cleaning, analysis and use on a regular basis
    • Regularly visit schools to support government actors and build a better understanding of how measurement works within schools
  •  Support documentation and reporting efforts
    • Contribute to the compilation of reports for project stakeholders and donors
    • Contribute to the documentation of measures of the project’s Value for Money
    • Support programme leads in preparing technical and programme reports
  • Also, the M&M Coordinator will be expected to Support the management of key relationships with stakeholders in state and national education systems, particularly UNICEF, the State Ministry of Education, the State Universal Basic Education Board, Local Government Education Authorities

Minimum Qualifications Required

  • Bachelor’s Degree in Education, Development Studies or its equivalent. Relevant training and experience in a related field will be considered.
  • Minimum of 3 years demonstrable professional experience in implementing Education and learning outcomes improvement interventions.
  • Proven ability to work independently under difficult conditions
  • Excellent communication and advocacy skills.

Knowledge / Expertise / Skills required:

  • Experience working in Northern Nigeria preferably conversant with the state(s) of assignment.
  • Experience in team management.
  • Good command of written and spoken English.
  • Language skills: Hausa and/or Kanuri and Fulfulde languages.
  • Strong preference for Borno, Adamawa, Yobe State residents.
  • Experience working with Nigerian government offices.
  • Experience working on educational programmes at a large scale.
