The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

We are recruiting to fill the position below:

Job Title: Education Project Manager

Supervision of Central: Education staff in Maiduguri and NRC Field Offices in Borno and Borno North
Duration and type of contract: 8 months, with possibility of extension. Fixed terms

Role and Responsibilities

  • The purpose of the Education Project Manager position is to implement delegated Area Office Educationproject portfolio.The following is a brief description of the role.

Generic Responsibilities (max 10):

  • Line management for project staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to the development of Country, Area and Education strategies, initiate and participate in the development of relevant Education projects
  • Coordinate and manage Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Implement technical direction and ensure high technical quality of projects
  • Provide regular progress reports to the Area Manager and the Education Specialist
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Develop and manage project budget (in cooperation with Coordinators) and coordinate across Core Competencies
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific Responsibilities:

  • These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention. This section shall be revised whenever a new employee is hired or the context changes significantly:
    • Restructuring of the unit, in line with NRC Nigeria strategy
    • Consolidating NRC operations in hard-to-reach areas
    • Capacity building of staff members

Critical Interfaces:
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Strategy and project planning: Area Manager and CC Specialists
  • Area operations: Area Manager and Field Office Coordinators
  • Staff capacity building: Area Manager and CC Specialists
  • Implementation: Area Manager, CC Specialists, Field Office Coordinators, Support Coordinators

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical Education expertise, including youth programming
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Knowledge about the humanitarian situation in Borno State
  • Fluency in Hausa and one other spoken language in Borno Central and/or Borno North
  • Experience in managing projects in Hard-to-Reach areas

We Offer

  • Commencement: July 2019
  • Duration: 6 months (Renewable)
  • Salary/benefits: According to NRC’s general directions.
  • Level: Grade 8 in the NRC grade structure
  • Duty station: Maiduguri, with frequent travels. Travel outside Maiduguri is dependent on changing security conditions, especially for certain roads in the area.
  • An approved health certificate will be requested before contract start.
