Job Title: COVID-19 Vaccines Logistics Consultant

Scope of Work

  • This scope of work (SOW) sets forth the services to be provided by the Consultant to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc.
  • The objective of this billable short-term assignment is to serve as the COVID-19 Vaccines Logistics Consultants for the USAID Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project.
  • The COVID-19 Vaccine Logistics Consultants will provide routine support to the States’ Primary Health Care Development Agency (PHCDA) in the development of their LMD orders, pick-up, delivery, and reverse logistics of the COVID vaccines and consumables from the State central cold stores to the LGA cold stores, and other service delivery points as may be required in the States.
  • The COVID-19 vaccines logistics consultant is also required to monitor the LMD of the vaccines to ensure 3PL compliance to set standards, track shipment for appropriate temperature monitoring in compliance with best practices and conduct a review and reconciliation of the vaccine’s Proofs of Delivery (PODs) for quality assurance.

Background

  • The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world.
  • The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program. GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that addresses all elements of a comprehensive supply chain.
  • All four task orders are implemented in Nigeria.

Principal Duties and Responsibilities (Essential Functions)

  • Routinely support the State PHCDA to develop the last mile distribution orders for the COVID Vaccines in the States
  • Routinely support the pick-up, delivery, and reverse logistics of the COVID vaccines and consumables from the State central cold stores to the LGA cold stores, and to other service delivery points as may be required in the States
  • Routinely monitor the last mile distribution of these COVID vaccines to ensure 3PL compliance to set standards, and track shipment for appropriate temperature monitoring in compliance with best practices
  • Routinely conduct review and reconciliation of the COVID vaccines proofs of delivery (PODs) for quality assurance and compliance with the project’s expectations
  • Routinely develop and share reports of COVID vaccines logistics activities with the central focal point for informed decisions
  • Periodically conduct engagements meetings with the State GoN stakeholders and other partners involved with vaccines logistics for seamless coordination
  • Routinely provide on-the-job training of GoN stakeholders as may be required to ensure the quality of logistics data documentation.
  • Perform any other duties as assigned by the supervisor

Job Qualifications

  • Bachelor’s Degree in Pharmacy, Public Health, Medical Laboratory Sciences, Logistics management or other related Sciences.
  • At least 5 years of relevant work experience
  • Experience working on a USAID or donor-funded project would be an advantage
  • Fluency in English is required

Supervision of Consultant:

  • The COVID-19 Vaccines Logistics Consultant will receive administrative and technical oversight from the Regional Director and and the Director, Warehousing and Distribution/ COVID-19 Vaccines Logistics Technical Lead respectively.
