Medecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. MdM operating in Nigeria, Borno state since October 2016.

We are recruiting to fill the position below:

Job Title: Deputy General Coordinator, In-charge of Programmes (M / F)

Location: Maiduguri, Borno
Duration: 6 months

Job Description

  • Under the supervision of the general coordinator, you have the responsibility to oversee the implementation of project activities and to ensure their overall quality.
  • You also guarantee the integration of the different programme components.
  • You directly supervise the pharmacy coordinator, the health coordinator, the MEAL advisor and the grants officer.
  • You have a functional link with the health referent at the headquarters, while working in close collaboration with all support department coordinators and the different field coordinators.

Main Responsibilities
Context analysis, needs assessment and strategic planning:

  • Ensure monitoring of the humanitarian situation in Borno State as well as in other areas of interest in the country
  • Provide monthly updates on the humanitarian and epidemiological situation and cross-check information shared by different sources
  • Inform the general coordinator about any specific humanitarian or epidemiological situation that could lead to a specific response or an adjustment of the operational approach
  • Suggest new assessments and new programmatic developments when needed
  • Coordinate the organisation of ad-hoc needs assessments as well as the deployment of the emergency response team when needed
  • Support the general coordinator in developing and rolling out the operational strategy
  • Contribute to the writing and the review of the country policy paper
  • Formalise the emergency preparation scenario
  • Co-lead the organisation and the facilitation of a strategic reflexion
  • Participate to the steering committee for the transition modality assessment consultancy

Programme coordination and supervision:

  • Ensure quality and timely implementation and follow-up of the programmes in their different aspects, inform the general coordinator of any specific difficulties and share propositions
  • Co-lead the development of the overall operational strategy, ensure qualitative evaluation of remote activities
  • Make sure the different components of the programmess are consistent and coherent
  • Support the programme team in the identification and development of partnerships
  • Ensure the good management of the pharmacy and the availability of quality drugs
  • Ensure the overall responsibility for financial management of the programmes
  • Monitor expenditure and budget compliance on a regular basis, report any concerns to the general coordinator and develop plans to mitigate any under or over expenditure
  • Ensure regular communications are maintained between the different departments involved in the programmes and act as a mediator when needed
  • Facilitate a Covid-19 prevention policy for the staff.

Team management:

  • Ensure recruitment, management and appraisal of subordinate staff
  • Develop a team dynamic, facilitate meetings, coordination, communication and information sharing
  • Pilot the nationalisation process of key staff and develop a culture of staff empowerment
  • Support the development of a training plan for the programme team

Monitoring and Reporting:

  • Ensure a monitoring and evaluation framework is in place
  • Lead the revision of the mission’s monitoring tool when needed
  • Ensure programme date are collected on a monthly basis and integrated into the monitoring tool
  • Carry out monthly reviews of the programmatic achievements, set up corrective measures when needed
  • Provide technical support and guidance to the MEAL advisor
  • Contribute to the organisation of external evaluation when requested
  • Contribute to the preparation of monthly situation reports
  • Participate in the writing of proposals and donor reports

Meetings, Coordination and Representation:

  • Participate in MdM coordination meetings and other meetings called by the general coordinator
  • Make sure the programme team staff participates in the relevant humanitarian coordination meetings
  • Lead the external coordination with other health actors, build solid relationships and establish adequate information sharing channels with them
  • Develop constructive collaboration with authorities and ensure good information sharing with them
  • Support the general coordinator in the event of donor field visits or meetings.

Requirements

  • Medical or Public Health Profile
  • At least 3 years of experience in a similar position
  • Experience with an international NGO working in emergency contexts, managing programmes, preferably within the health sector
  • Experience of project planning, budget holding, proposal and report writing, multi-sectoral or multi-grants programming management
  • Experience in partnerships
  • Plan, manage and adapt a project, including in emergencies
  • Knowledge and understanding of project management tools (logical framework analysis, project cycle management, objectives and indicators etc.)
  • Ability to have a global overview of a program (not only on medical plan)
  • Analyze and summarize the issues and challenges in the region
  • Analyse the context and the consequences of an intervention, assess the risks and constraints, and identify priorities

Remunerations

  • Gross Monthly Salary: 3,089 euros
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)
  • Transportation cost, vaccines and visas covered

  • 22.5 RTT (recovery days) per year
  • 5 weeks of paid leaves per year
  • Health insurance (60% covered by MdM and 40% by the employee)

  • Teleworking agreement for positions eligible to telework: 110 days/year (minimum of 1 day per week onsite)
