How Can You Make a Difference
Key Tasks:
Under the joint supervision of the UNICEF Country Offices Health/Immunization staff, Finance Specialist, Procurement Services Center, UNICEF Supply Division, and the Supply Manager, UNICEF WCA Regional Office, the consultant’s duties and responsibilities will include:

  • Revisit the previously conducted Mapping of the Vaccine Procurement Budgeting Process to verify which of the budgeting challenges haven’t yet been (fully) addressed and / or whether new challenges have occurred and propose a roadmap outlining short, medium and long-term recommendations to address them, including in the forecasting, quantification and costing of the procurement needs (including the development of the budgeting templates and methodology if necessary), cash flow timing issues and simplification of the budget release process;
  • Support the development or review of the yearly and multi-year (2022-2026) vaccine procurement budget, including, if necessary, development of a standardized budgeting template and Standard Operating Procedure tailored to country needs, as well as capacity building of Government in vaccine procurement costing;
  • Develop key messages and prepare advocacy materials to support advocacy efforts for ensuring enough Government budget to fund vaccine procurement needs (tailored to the MoH and MoF needs).

Deliverables:

  • Revisit the previously conducted Mapping of the Vaccine Procurement Budgeting Process to verify which of the budgeting challenges haven’t yet been (fully) addressed and / or whether new challenges have occurred and propose a roadmap outlining short, medium and long-term recommendations to address them, including in the forecasting, quantification and costing of the procurement needs (including the development of the budgeting templates and methodology if necessary), cash flow timing issues and simplification of the budget release process (50% time allocation)
  • In close collaboration with UNICEF Country Office, the MoH, the MoF, UNICEF SD and RO, the consultant will revisit the previously conducted Mapping of the Vaccine Procurement Budgeting Process to verify which of the budgeting challenges haven’t yet been (fully) addressed and / or whether new challenges have occurred and propose a roadmap outlining short, medium and long-term recommendations to address them, including in the forecasting, quantification and costing of the procurement needs (including the development of the budgeting templates and methodology if necessary), cash flow timing issues and simplification of the budget release process.
  • Support the development or review of the yearly and multi-year (2022-2026) vaccine procurement budget, including, if necessary, development of a standardized budgeting template and Standard Operating Procedure tailored to country needs, as well as capacity building of Government in vaccine procurement costing (20% time allocation)
  • In close collaboration with UNICEF Country Office, the MoH, the MoF, UNICEF SD and RO, the consultant will support development or review of the yearly and multi-year vaccine procurement budget, including, if necessary, development of a standardized budgeting template and Standard Operating Procedure tailored to country needs, as well as capacity building of Government in vaccine procurement costing (e.g. through a workshop / training).
  • Develop key messages and prepare advocacy materials to support advocacy efforts for ensuring enough Government budget to fund vaccine procurement needs (tailored to the MoH and MoF needs) (20% time allocation)
  • In close collaboration with UNICEF Country Office, the MoH, the MoF, UNICEF SD and RO, the consultant will -develop key messages and prepare advocacy materials to support advocacy efforts for ensuring sufficient Government budget to fund vaccine procurement needs (tailored to the MoH and MoF needs).
  • Final reporting (10% time allocation)
  • The consultant will prepare the final consultancy report.

To Qualify as an Advocate for Every Child You Will Have
Academic:

  • Master’s degree in Business, Development or Public Finance, (Health) Economics / or in another relevant discipline for health / supply financing. First University degree with additional two years of relevant work experience can also be considered.

Professional Experience:

  • Minimum seven years professional relevant work experience (or nine years in case of First University degree) in public finance, health budgeting, fiscal space analysis, health / immunization financing, setting up financial solutions for health (including trust funds etc).

Language Requirements:

  • Fluency in written and spoken French and English is required.
