We are recruiting to fill the position below:

Job Title: Programme Officer, Rolac

Location: Abuja / Lagos
Department: Cultural Engagement
Contract Type: Six Months
Pay band: 6

Role Purpose

  • The post holder will be responsible for managing the administrative and logistical support to programme activities to ensure quality and timeliness of delivery
  • Good control of resources and compliance with agreed programme management systems and processes
  • Ensuring full and complete budgets are prepared and met for all activities with variance reports prepared as and when required
  • In coordination with other Programme Officers, take responsibility and utilize M&E tools for measuring and reporting results during the programme activity implementation.

Main Accountabilities (but not limited to the following)
The appointed candidate will have the following accountabilities, responsibilities and main duties:

  • Support RoLAC Component Lead in the design, management and oversight of C2 and C4 component plans, strategies and processes
  • Coordinate and manage relationships with RoLAC Component 2 and 4 partners and stakeholders, including efficient follow up with partners on tasks and expectations: and liaison with state focal persons on agreed actions
  • Lead and be responsible for planning and organising C2 and C4 Year 5 / Year 6 workplan and exit activities to a high standard and within deadline
  • Work with and support the RoLAC C2 and C4 lead, M&E lead, Communications lead and other programme officers to develop, prepare, deliver and monitor activity implementation plan and periodically record and measure progress against programme performance indicators
  • Support financial and technical reporting to internal/external clients and stakeholders, ensuring reporting standards are in accordance with client and Programme standards.
  • Actively build professional networks and information channels that maintain an excellent understanding of relevant developments, stakeholders and opinion formers in the development sector to support the creation of high-quality programs and events.
  • Manage all administrative aspects to ensure timely procurement in line with established corporate policies and guidelines. Quality assure and provide feedback to Procurement Manager on the quality of services and items procured. Ensure appropriate branding of all capital equipment procured for C2 and C4, in accordance with EU branding and visibility guidelines
  • Provide financial support to the Component Lead and Finance team, including being responsible for detailed budgeting for planned events, raising advances, issuing payments to workshop participants, processing of workshop claims, retirement of advances in a timely manner.
  • Support Component lead, M&E technical lead and Communications Officer in gathering data and evidence to consolidate monthly, quarterly, annual and other strategic programme reports
  • Provide support to knowledge management processes and activities, including the implementation of C2 and C4 Exit Strategy Work Plans to broaden the reach of programme impact and improve its sustainability.
  • Ensure professionalism is demonstrated in own work area and that customer / client needs and perspectives are reflected in own behaviours and focus.
  • Support the embedding of continuous learning and improvement into the team.
  • As with any business that experiences peaks and troughs of activity, there is likely to be a need to work outside office hours from time to time.

Role Specific Knowledge and Experience
The successful candidate will need to possess the following requirements:

  • Graduate level education.
  • Minimum of 5 years’ experience as a Programme Officer or equivalent on donor funded projects in Nigeria.
  • Experience working on donor-funded projects whose support is targeted to governments agencies and civil society organisations in Nigeria
  • Experience managing administrative processes that support the delivery of costed workplans in consultation with internal / external stakeholders and partners.

Desirable:

  • Experience of operating in a complex, multi-cultural context
  • Experience of working on governance/justice and anti-corruption projects in Nigeria
  • Project Management Qualification
  • Evidence of continuous professional development.

Essential Requirements:

  • Role holder must have existing rights to live and work in the country the role is based.
