Policy and Legal Advocacy Centre (PLAC) – Founded in 2009, PLAC is an independent, non-partisan, non-profit capacity building organisation that works to strengthen democratic governance and citizens’ participation in Nigeria. Through broad-based technical assistance and training, PLAC works to promote citizens’ engagement with government institutions and to advocate for legal and policy reforms and promote transparency and accountability in policy and decision-making processes.

Job Title: Security Sector Reform (SSR) Adviser

Description
- Policy and Legal Advocacy Centre (PLAC), a civil society organisation focused on promoting citizens access and democratic governance in the legislative process is implementing a project on Supporting Democratic Oversight and Accountability of the Nigerian Security Sector with support from the West Africa Conflict, Stability and Security Fund (CSSF)
- The aim of the project is to strengthen the Nigerian National Assembly’s (NASS) oversight of the security sector and improve citizens’ participation in the process.
In furtherance of this project, PLAC is searching for a Security Sector Reform (SSR) Adviser to work closely with the project team to perform the following tasks:
- Provide technical and advisory support to PLAC on security sector reform and governance in Nigeria;
- Advise PLAC on programme design, implementation, and M&E in line with international standards and best practices on security sector reform and governance;
- Contribute to PLAC’s development and dissemination of knowledge products based on good practice and lessons identified from the field;
- Advise on the mainstreaming of gender and human rights aspects/dimensions in the project;
- Provide support to project assessments and conflict sensitivity analyses;
- Contribute to capacity building activities and/or specialised technical assistance provided to National Assembly or civil society organisations on the security sector in Nigeria.
Specifically:
- Provide technical and advisory support to a team to develop a Legislative Agenda on SSR to be part of the broader Legislative Agenda for NASS;
- Support and infuse best practice standards in the development of work plans and oversight templates for priority security sector related committees of NASS (Police and Army/Defence);
- Contribute to the design and delivery of a capacity building module for use by SSR committees in NASS;
- Develop and maintain working relations with relevant NASS officials, the government and other relevant national authorities, as well as PLAC’s CSO partners and wider civil society, in order to provide informed advice to the project
- Perform all other related duties as assigned.
Qualification, Skills and Experience
Education:
- Advanced University Degree in Law, Social Sciences or related fields, preferably with a focus on security studies, peace and conflict studies, development co-operation or related governance discipline.
Skills and Experience:
- Demonstrable work experience on SSR, peace building and working in a multicultural setting;
- Excellent knowledge of international standards and good practices on security sector reform and human rights;
- Significant knowledge and experience in one or more of the following: legislative practice and procedure, governance mechanisms, police reform, defence reform, non-state security and justice providers;
- Knowledge and experience in project implementation, monitoring mechanisms, evaluations, risk management, political engagement, coordination;
- Ability to work in a team;
- Cultural and context sensitivity;
- Excellent presentation, communication and writing skills;
- Experience working in the African region is highly desirable.
