Senior Policy Officer – Energy Statistics at the African Union (AU)

The African Union (AU) is a continental body consisting of the 55 member states that make up the countries of the African Continent. Purpose of Job

  • Enables AU achieve divisional objectives in its various departments/ organs.

Main Functions

  • Provide support in the preparation and implementation of the programmes developed out of the Division’s strategic plan;
  • Actively contribute in the development of strategies, policies, programmes and plans.
  • Liaise with Member States, Regional Economic Communities (RECs) and other stakeholders on relevant matters and ensure coordination and collaboration at all levels;
  • Prepare and develop reports, budget and work programmes related to the functions of the Division;
  • Provide support to develop resource mobilization strategy with close coordination with relevant stakeholders;
  • Conduct complex analysis and generate accurate reports in a timely manner for the Division and AFREC’s internal and external uses;
  • Liaise with the various divisions of AFREC and Departments/Units of the African Union Commission for coordination and alignment purposes;
  • Prepare budgets and reports for the Division in accordance with relevant frameworks.
  • Support the promotion of the activities of the Division including preparing leaflets, guidelines and fact sheets as may be required;

Specific Responsibilities

  • Participate in developing and implementing AFREC’s programmes for energy statistics, including statistical analysis and methodological work.
  • Contribute to continuous improvements of AFREC’s programmes on energy statistics and on the African Energy Information System in close coordination with African Member States, RECS and Pan African Institutions.
  • Coordinate activities of energy data collection, validation, management and dissemination in coordination with African Member States, RECS and Pan African Institutions.
  • Assist in designing strategies for developing and improving the   Energy Statistics in Member States, including their energy information System, that are consistent with the Commission’s overall mission, goals, and objectives.
  • Provide guidance and support to National Focal Points from African Member States on concepts, methods, classifications, best practices in such statistical domains such as but not limited to: energy balance, energy efficiency indictors for end uses (residential, industrial, transport, services, etc), energy prices and taxes, CO2 emissions, Sustainable Development Goals (SDGs) and Nationally Determined Contributions (NDCs).
  • Provide professional advisory services to statistician appointed by the African Energy Ministers at national level with the aim that they lead their respective National Energy Information System and implementation of the capacity building initiatives and promote increased availability of official energy statistics while assuring the timely identification of gaps and assisting in filling the gaps.
  • Coordinate and implement comprehensive and continuous capacity building activities to African experts on energy statistics through workshops, seminars, coaching and mentoring, and implement continuous improvements in order to ensure that the energy data and its indicators are collected, validated and disseminated in compliance with international statistical standards and norms.
  • Ensure the AFREC’s programme on energy statistics is conducting following the AU’s strategy for the harmonization of statistics in Africa(SHASA), the Africa Charter on Statistics and other regional strategies and principles, as well as agreed upon quality assurance standards for energy statistics across Africa.
  • Participate in preparation of AFREC’s statistics publications assist dissemination for Member States, Pan African institutions, investors, academia and international arena, and ensure the energy data for consistency, accuracy and reliability in AFREC’s reports and publications.

Academic Requirements and Relevant Experience

  • A University Master’s Degree in Statistics, Energy or Economics with a robust knowledge of Energy Statistics and Computer Sciences with seven (7) years of experience out of which three (3) years at supervisory level.

OR

  • A University Bachelor’s Degree in Statistics, Energy or Economics with a robust knowledge of Energy Statistics and Computer Sciences with ten (10) years of experience out of which five (5) years at supervisory level.

Remuneration

  • Indicative basic salary of US$  37,453.00 (P3 Step1) per annum plus other related entitlements e.g. Post adjustment (48% of basic salary), Housing allowance US$ 18,547.20 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.

Tenure of Appointment:

  • The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.
